Egypt at the time of the Exodus certainly was not the only state propagating slavery.  Abraham himself had a number of slaves.  Domestic slavery was often a choice in Biblical times in which an individual volunteered to serve a master in turn for certain benefits. 

This was very different from people who were captured in war or persecution and forced into harsh slavery, such as in Exodus, or the capturing of blacks to be used in forced labor prior to the Civil War.  In Exodus 21 we have a broad statement on the treatment of slaves.
