From Wikihow: Grafting and budding are horticultural techniques used to join parts from two or more plants so that they appear to grow as a single plant. In grafting, the upper part (scion) of one plant grows on the root system (rootstock) of another plant. In the budding process, a bud is taken from one plant and grown on another.

In Romans 11:11-31, we learn the mystery of God's intention for Israel.  This chapter culminates with God's sovereign plan for the Jewish people to be united with Christ and the church.  Thus His purpose is not to reject and condemn them, but to save them, despite their having rejected Jesus the messiah.

It will take Paul three whole chapters to explain God's plan and process, starting with Romans Chapter 9 through chapter 11.  Even after Paul's explaining this to such an extent, scholars continue to have a number of questions, but it seems clear that Israel is still to play a large part in God's redemptive future.

The analogy Paul uses here is that of grafting.  At present, Christians and Jews (except for a minority of Jewish Christians) remain two separate religious groups.  But God will one day unite us both together that the church may be one.  Jew and gentile will share a common identity with Jesus Christ, and the truth of Galatians 3:28 will be fully realized.

Paul's admonition for us is to remain humble and hopeful.  Our help and hope is in the name of the Lord!
